What We’re Looking For:

The Washington Federation of State Employees is recruiting to fill the position of Field Supervisor.  We’re searching for experienced leaders in the labor movement who are passionate about employee rights and have the ability to affect change by motivating staff and leading effective member engagement campaigns. This position reports to the Field Services Director and is responsible for supervising Council Representatives and support staff in the above offices whose duties are promoting the mission, vision, core values and goals of the WFSE through internal organizing and representation of members across the State of Washington.

Typical Work:

  • Oversees implementation of statewide campaigns in their assignment area and ensures applicable benchmarks are achieved.  This includes contract campaigns, membership education drives, membership mobilization campaigns, leadership recruitment and development, and political action.
  • Determines and assigns work and areas of responsibility for field staff; ensures staff receive training, coaching, mentorship, and resources needed to effectively perform.
  • Performs selected representational work independently or in a mentoring capacity; may include processing and presenting grievances, staffing local and statewide union management communication committee meetings, and acting as chief negotiator in master agreement negotiations.
  • Investigates and resolves complaints from members, labor partners, and state agencies; assists with investigations into allegations of staff misconduct; responsible for corrective action; first level disciplinary actions, and administration of staff union contract.  Attends labor management meetings as a management resource person.
  • Participates in hiring process of assigned staff. Approves staff payroll, expense reports, and leave balances; and authorizes overtime expenditures.
  • Responsible for management of multiple field offices including oversight of purchasing supplies and equipment, compliance with lease terms, and coordination of any needed maintenance or service calls.

Required Qualifications:

  • Five (5) years’ experience in labor relations and union organizing.
  • Two (2) years’ experience supervising staff and setting performance expectations.
  • Excellent oral and written communication skills.
  • Thorough understanding of Washington State employment law, labor practices, and labor movement.

Desirable Qualifications:

  • Eight (8) years of demonstrated experience in labor relations including time as a paid professional.
  • Ability to develop rapport with staff and member leaders.
  • Knowledge of effective team building strategies.
  • Skilled in negotiations, grievance handling and organizing.
  • Knowledge of public sector rules/laws and trade unions.

Special Note:

This position’s workstation is located in Spokane but oversees staff located in both Spokane and Yakima. This position is overtime exempt and will be required to work some weekends. Travel is normally limited to the assigned area of responsibility.  Must have a valid driver’s license, use of personal vehicle, and valid vehicle insurance.  Release of driving record required prior to interview.  Out of state candidates must provide drive record at the time of interview.  Benefits include annual and sick leave, $150 cell phone allowance, a vehicle allowance of $800 per month, medical/dental, life, and long term disability insurance, and paid holidays. Salary range is $85,765 to $99,284 and will be determined commensurate with experience.
