RECRUITMENT Lead Council Rep, Olympia

What We’re Looking For:

The WFSE is recruiting to fill a Lead Council Representative (LCR) position which will cover the Olympia and Tacoma service areas. The LCR has a demonstrated ability to conduct the work of a Council Representative (CR) at the highest level as well as a keen sense of strategy, planning and implementation of organizing directives. This position has a strategic focus within the scope of a Council Representative and will mentor, support and coordinate a team of 4-8 CR's to reach internal organizing, leadership development and mobilization goals. The LCR also acts as an internal organizer and is responsible for member contacts and activation, building membership and identifying leaders. This position also requires a full understanding and competency related to conventional representational duties inherent in collective bargaining settings.

This position works with CR’s as a team leader to raise union visibility in worksites; increase ongoing one-on-one outreach to membership; and develop and implement agency specific worksite issue campaigns and communications. The LCR works to improve reach & quality of New Employee Orientations and increase participation of membership in all levels of union activity. Leads will also work with CR’s to successfully identify, recruit, train and mentor member leaders and stewards. LCR’s will typically have a smaller field assignment load allowing them time to provide mentoring and leadership to a team of CR’s. This position also plays a role in improving communication between the field and other parts of WFSE such as Strategic Campaigns, LPA and Public Affairs and other departments. Leads will play a critical role, with members and Field Supervisors to develop and implement a successful ongoing internal organizing program at WFSE.

Additional duties include:

  • Schedules, promotes, and conducts workplace informational meetings. 
  • Assists CR’s in conducting political grassroots organizing by scheduling, promoting, and conducting PEOPLE and Get Out The Vote (GOTV) presentations.
  • Promotes and conducts training for stewards, MAT Leaders, and members; attends monthly local membership meetings.
  • Attend and present cases to Local and Statewide Grievance Committees.
  •  Attend investigations and pre-disciplinary (Loudermill) meetings.
  •  Attend and presents cases at the top agency step grievance hearings and allocation hearings.

Required Qualifications:

  • Three (3) years of professional union experience as an Organizer or as a Council Rep successfully implementing Internal Organizing goals.
  • Is educated in, or has experience with, labor unions, labor or community organizing, and basic personnel practices.
  • Demonstrated expertise in all aspects of internal organizing: one-on-ones, leadership development, issue campaigns and mobilization strategies. 
  • Demonstrated experience with traditional representation (grievances, investigations, UMCCs, bargaining, etc.).

Desirable Qualifications:

  • Ability to work with and guide others effectively.
  • Possess good written and oral communication skills, by reading, writing, and communicating effectively. 
  • The ability to present information and speak to groups of varying sizes; is able to solve problems and analyze and interpret data, by possessing creativity and an ability to “think out of the box”.
  • Possess a valid Washington State driver’s license, access to a reliable vehicle and the ability to travel.
  • Possess basic MS Windows-based computer aptitude, is skilled in the use of a PC and laptop, has the ability to use a cellular phone.
  • May be called upon to carry and move up to twenty (20) pounds of weight; participates in activities requiring long periods of standing and sitting, both indoors and outdoors.

Special Note:
This position is overtime eligible and may be required to work some weekends. Travel is normally limited to the assigned area of responsibility. Must have a valid driver’s license, use of personal vehicle, and valid vehicle insurance. Release of driving record required prior to interview. Out of state candidates must provide drive record at the time of interview. Benefits include annual and sick leave, phone allowance, car allowance, medical/dental, life, long term disability insurance, and holidays. Salary range is $56,633 – $64,304 and will be determined commensurate with experience.
