Adding part-time employees to state civil service (HB 2669)

3/1/18  The Senate Wednesday night (Feb. 28) passed the priority bill (HB 2669) to leave no doubt and add part-time state employees to civil service. HB 2669 passed the Senate on a vote of 27-21. It now goes to the governor for signature into law.

"Not only does exempting these employees from civil service law exclude them from the rights of just cause, the harm to the state comes at a financial burden to state resources," AFSCME Council 28 (WFSE) Secretary Tracy Stanley testified in the Senate earlier this session.

"Hiring multiple part-time employees as opposed to fewer full-time employees creates a situation where the state of Washington's agencies and institutions become a training ground for other employers."

Stanley is a Local 1400 member at Lower Columbia College in Longview.

2/26/18   HB 2669 is now is Senate Rules. It must pass a vote of the Senate by Mar 3.

2/22/18   The Senate Labor and Commerce Committee on Wednesday (Feb. 21) passed the bill to leave no doubt and add part-time state employees to civil serviceHB 2669 is now scheduled to go to the Senate Rules Committee. HB 2669 earlier passed the House 50-47.

2/13/18   The House Monday night (Feb. 12) PASSED the bill to leave no doubt and add part-time state employees to civil service. HB 2669 passed on a vote of 50-47. It now goes to the Senate.

2/7/18    Our priority bill to leave no doubt and extend civil service protections to all part-time state employees (SB 6184) passed the House Appropriations Committee and is now in the House Rules Committee.

Part-timers bill lauded at Appropriations Committee

2/4/18   Also Saturday (Feb. 3), Federation Lobbyist Matt Zuvich urged the House Appropriations Committee to keep the ball rolling on the bill to add all part-time state employees to state civil service.

“It’s a worker-friendly bill,” Zuvich said of HB 2669.

The Senate version of the bill, SB 6184, has a hearing Monday (Feb. 5) in the Senate Ways and Means Committee.

PART-TIME LEGISLATION MOVING

1/25/18  The House State Government Committee on Wednesday (Jan. 24) passed out the good bill (HB 2669to leave no doubt and declare that all part-time state employees are under civil service. The Senate counterpart (SB 6184) was awaiting a scheduled vote of the Senate Labor and Commerce Committee today (Jan. 25).

PART-TIME EMPLOYEE BILL BOOSTED IN HOUSE

1/23/18  Following last week’s Senate hearing on SB 6184, the House version got a good reception in the House State Government Committee Tuesday morning (Jan. 23).

HB 2669, like the Senate version, would leave no doubt and remove all exemptions that deprive civil service rights to part-time state employees.

AFSCME Council 28 (WFSE) Lobbyist Matt Zuvich said the bill is needed to ensure just cause rights to all part-time employees and stop the revolving door of part-timers going elsewhere for full-time jobs.
