What We’re Looking For:

The Washington Federation of State Employees is recruiting for a Human Resources Manager, located at our headquarters office in Olympia, WA. This position reports to the Executive Director and is responsible for all functional areas of human resources, including talent planning, acquisition, and management; employee and labor relations including investigations, corrective action and discipline, and labor negotiations; employee engagement, learning, and development; compensation and benefit administration; and the recommendation and implementation of policy and leadership strategy. The successful candidate for this critical role will bring experience in various facets of Human Resources and excellent organizational, creative, and critical thinking, and problem-solving skills.

Required Qualifications: Individuals seeking this position will be required to have the following:

  • Bachelor’s Degree in Human Resources, Public Administration, or Business.
  • 6+ years’ experience as a human resources generalist, which must include employee and labor relations experience.
  • Strong written and oral communication skills, excellent interpersonal skills, and the ability to fulfill responsibilities and effectively make decisions with minimal oversight.
  • In-depth knowledge of federal and state employment laws and regulations including private and public sector collective bargaining laws, FMLA, PFML, FLSA, ADAA, Title VII, ADEA, Washington Law Against Discrimination, and Worker’s Compensation.
  • Experience in talent management, including recruitment and retention strategies.
  • Experience with development and implementation of strategies focused on diversity, equity, and inclusion preferred.
  • Experience in employee and labor relations, including grievance processes and the negotiation of collective bargaining agreements.
    • Experience in the investigation of personnel matters including internal complaints and corrective and disciplinary processes including advising management and drafting corrective action and disciplinary documents.
    • Experience in classification and compensation analysis; experience specific to the State of Washington General Government and Higher Education classifications is preferred.
    • Experience in the development and implementation of personnel policies, including the creation and delivery of related training.
    • Proficiency in the use of Microsoft Office Suite software.

Special Note:

As a condition of employment, candidates who accept a position will be required to provide proof of vaccination for COVID-19. Additionally, it is expected that selected candidates live within a reasonable commuting distance of their assigned work location. This position is overtime exempt and some evening and weekend work is required. Some travel will be required. Must have a valid driver’s license, use of personal vehicle, valid vehicle insurance, and the release of driving record will be required.

Salary range is $99,331 – $114,988 and will be determined commensurate with experience. This position is exempt and serves at the pleasure of the Executive Director.
